Mix the yeast, warm water, and 1 tablespoon of the sugar, then let it foam for 8 minutes.
Mix the rice flour and tapioca starch in a large bowl.
Add the coconut milk, remaining sugar, pandan extract, and yeast mixture to make a smooth batter.
Leave the batter in a warm place for 60 minutes, until risen.
Oil small molds and bring the steamer to a strong steam.
Divide the batter among the molds.
Steam the banh bo cakes for 16 minutes.
Let the cakes cool for 10 minutes, then remove them from the molds.
