Knead a soft dough with the flour, warm water, half the salt, and 1 tablespoon oil.
Cover and rest for 25 minutes.
Boil the potatoes, peel them, and mash them.
Finely chop the leek, green pepper, and cilantro, then mix them into the potato.
Season the filling with the remaining salt, black pepper, and cumin.
Divide the dough into 6 balls, roll thinly, spread filling on one half, and close.
Cook the bolani in a lightly oiled pan until both sides are browned.
