Wash the rice and cook it in a separate pot with 2 parts water to 1.5 parts rice, then leave it to steam.
Coarsely chop the chicken, pound the garlic and chilies roughly in a mortar, and mix the sauce ingredients in a small bowl.
Heat 1 tablespoon oil in a separate pan and fry the eggs sunny-side up until the edges are crisp, then set aside.
Heat a wok or wide pan over high heat with 1 tablespoon oil, then sauté the garlic and chilies for 20 seconds.
Add the chicken and cook for 3 minutes, stirring constantly, until the outside seals and the juices reduce.
