Boil the water and sugar for 8 minutes, then add the lemon juice and rose water to make syrup.
Thicken the semolina in a pot with half a cup of hot syrup.
Add the cheese and stir over low heat until it becomes a melted elastic dough.
Roll the dough thinly between sheets of parchment paper.
Spread the clotted cream along one edge of the dough.
Roll it up and cut into 8 pieces.
Serve cold with syrup and pistachios.
