Peel the potatoes and cut them into large chunks.
Boil the potatoes with half the salt in boiling water for 18 minutes, until tender.
Finely slice the scallions and warm them with the milk in a small saucepan for 3 minutes.
Drain the potatoes and start mashing them with the butter.
Add the hot scallion milk to the potatoes and mix with the remaining salt and black pepper.
Stir the champ over low heat for 3 minutes to bring it back to serving temperature.
