Boil the diced meat with 1 liter water over low heat for 40 minutes, skimming the foam, then keep the broth aside once the meat is tender.
Put the fine bulgur in a bowl, drizzle with 0.5 cup hot water, rest for 10 minutes, then add the ground beef, egg, 2 tablespoons flour, salt, black pepper, and red pepper flakes and knead for 8 minutes until it no longer sticks to your hands.
Shape the mixture into tiny chickpea-sized koftes and arrange them on a lightly floured tray.
Put the meat stock in a wide pot, add the boiled chickpeas and green lentils, and bring to a boil.
