Peel the potatoes and grate them finely.
Let the grated potatoes sit in a strainer for 5 minutes and save the released liquid.
Collect the starch from the bottom of the liquid and add it back to the potatoes.
Add salt and spread the mixture in the pan as four thin pancakes.
Cook the pancakes for 4 minutes on each side, until browned.
Mix the soy sauce, vinegar, and sesame oil.
Serve hot with scallions.
