Heat the sugar, water, and salt, stirring until the sugar dissolves, then let it cool to warm.
Whisk the rice flour, tapioca starch, and coconut milk until smooth.
Add the warm syrup to the batter and pass through a sieve.
Divide the batter among three bowls, flavor one with pandan, tint one pink, and leave one plain.
Pour the first thin layer into an oiled mold and steam for 5 minutes.
Add the colors in order, steaming each layer for 5 minutes.
Steam the final layer for 7 more minutes, then cool the dessert for 40 minutes.
Cut the kuih lapis into squares and serve.
