Whisk 1 cup of the milk with the starch until smooth.
Put the remaining milk, sugar, and cardamom in a pot and warm over medium heat.
Pour the starchy milk into the pot in a thin stream, whisking constantly.
Cook the mixture over low heat for 8 minutes until it bubbles thickly.
Add the rose water, stir for 1 more minute, and remove from the heat.
Divide the pudding among bowls and let stand at room temperature for 25 minutes.
Chill the bowls for 3 hours and serve with pistachios.
💡 Tip: Dissolve the starch in cold milk before adding it to the pot; if it goes straight into hot milk, it clumps and spoils the smooth texture.
