Rinse the jasmine rice until the water runs clear, then leave it in a sieve for 10 minutes.
Mix the coconut milk, water, turmeric, crushed ginger, and salt in a pot.
Add the lemongrass and bay leaves, then put the rice in the pot.
When the rice comes to a boil, reduce the heat and cook covered for 18 minutes.
Take the pot off the heat and let it steam, covered, for 10 minutes.
Remove the lemongrass, ginger, and bay leaves, then fluff the rice with a fork.
Slice the cucumbers, mix the yogurt with red pepper flakes, and serve it alongside the rice.
