Rub the flour, cold butter, and half of the salt into a sandy texture.
Add the cold water, bring the dough together, and rest it in the refrigerator for 30 minutes.
Press the dough into the tin, prick it with a fork, and blind-bake in a 190°C oven for 15 minutes.
Whisk the eggs, milk, cream, remaining salt, and black pepper.
Grate the aged kasar cheese, finely chop the scallions, and add them to the filling.
Pour the filling into the pre-baked crust.
Bake the quiche fromage in a 180°C oven for 28 to 30 minutes, until the center still has a slight wobble.
Rest for 10 minutes and serve warm with arugula.
