Rinse the rice and put it in a pot with the water.
Cook the rice for 12 minutes, until it absorbs the water.
Add the milk, sugar, and salt.
Cook the dessert over low heat for 16 minutes, stirring.
Loosen the starch with a little milk and add it to the pot.
Thicken for 4 minutes and stir in the vanilla powder.
Divide among bowls and chill for 2 hours.
Serve with cinnamon.
