Rinse the rice and soak it in warm water for 30 minutes; slice the onions, crush the garlic, and chop the parsley.
Rub the chicken with half the olive oil, half the sumac, salt, and black pepper, then rest for 10 minutes.
Heat the remaining olive oil in a wide pan, brown the onions deeply for 10 minutes, turn the garlic for 30 seconds, and reserve half.
Add the chicken and sear each side for 8 minutes; stir in the drained rice for 1 minute, add 3 cups hot water, cover, and cook 18 minutes on low.
Whisk the yogurt with the remaining crushed garlic and salt to make the sauce.
Divide the rice and chicken into bowls, top with fried onions, remaining sumac, and parsley, and serve yogurt sauce on the side.
