Heat the butter and vegetable oil in a pot, soften the onion for 4 minutes, turn the garlic for 30 seconds, add the chicken, and sear all sides for 6 minutes.
Add the tomato paste and fry for 2 minutes; add the salt, black pepper, and red pepper flakes and stir for 30 seconds.
Add the sauerkraut and bulgur and turn for 1 minute; add 2.5 cups hot water, cover, and cook over low heat for 25 minutes until the bulgur gives firm separate grains.
Remove from the heat, cover the lid with a cloth, and rest for 8 minutes; stir and check the consistency.
Divide into serving bowls, crown with finely chopped dill, and serve hot.
