Cook the chicken over low heat for 32 minutes, then remove the meat and tear it into large pieces.
Add the potatoes and carrots to the pot and cook for 18 minutes, until tender.
Mix the flour, baking powder, milk, and remaining salt until a soft dough forms.
Return the chicken pieces to the pot and drop in small spoonfuls of dough.
Close the lid and steam the dough balls for 15 minutes.
Remove the bay leaf and divide the Acadian fricot into hot bowls.
