Peel and finely grate the green plantains and yautia.
Knead the grated dough with ground achiote and half of the salt, then chill for 20 minutes once the color is even.
Finely chop the onion and garlic.
Brown the ground beef with the onion for 7 minutes.
Add the garlic, tomato paste, cumin, remaining salt, and cilantro, and cook the filling for 5 minutes.
Open pieces of dough, add the filling, and close.
Fry the alcapurrias in medium-hot oil for 6 minutes, turning them.
Transfer to paper towels and rest for 3 minutes.
