Peel the tomatoes and dice them small, then slice the peppers into thin rings.
Rinse and drain the rice, and finely chop the garlic.
Turn the peppers in olive oil for 5 minutes until they soften slightly.
Add the tomatoes, salt, and black pepper, cover the pot, and cook for 8 minutes until the tomatoes release their juices.
Add the rice and cook over low heat for 10 minutes until the grains soften.
Add the garlic and basil, then stir for 2 minutes until fragrant.
