Finely chop the onion, green pepper, and garlic.
Soften the sofrito vegetables in the annatto oil for 6 minutes.
Add the tomato puree, cumin, olives, and capers and cook for 3 minutes.
Add the rice and pigeon peas to the pot and coat them with the oil for 2 minutes.
Add the vegetable stock and salt, and cover once it comes to a boil.
Cook the pilaf over low heat for 20 minutes, until it absorbs the liquid.
Turn off the heat, rest for 10 minutes, fluff with a fork, and serve.
