Slice the beef thinly and let it stand for 15 minutes with soy sauce, starch, and a little oil.
Separate the rice noodles by hand so broken pieces do not turn doughy in the wok.
Heat the wok over very high heat for 2 minutes and add the beef in a single layer.
Sear the beef for 4 minutes and set it aside, without letting water collect in the pan.
Toss the noodles, bean sprouts, and soy sauce in the wok for 5 minutes.
Add the beef back, toss with the green onion for 1 minute, and serve hot.
