Soak the rice in warm salted water for 20 minutes, then drain.
Saute the lamb in a pot for 12 minutes, until it releases and reabsorbs its juices.
Add the mushrooms and onion and cook for 8 minutes more.
Add the rice and turn it in the fat for 3 minutes, taking care not to break the grains.
Add the hot water and cook the pilaf over low heat for 25 minutes.
Let the pilaf steam for 10 minutes, then serve with dill or parsley.
