Cut the potatoes into small cubes and boil for 10 minutes.
Brown the onion and ground beef in a pan for 8 minutes.
Add the potatoes, tomato paste, cumin, and half of the salt to the beef and turn for 5 minutes.
Prepare a soft dough with the masarepa, warm water, and remaining salt.
Divide the dough into 8 pieces and roll each into a disk between plastic wrap.
Add the filling, close into half moons, and press the edges.
Fry the empanadas in hot oil for 5 minutes until golden.
Transfer to paper towels and serve hot.
