Rinse the bulgur and drain it.
Put the water and salt in a pot and bring to a boil.
Add the bulgur and cook over low heat for 18 minutes, until tender.
Whisk the yogurt and flour smooth in a separate bowl.
Add 2 ladles of hot bulgur liquid to the yogurt to warm it, so the yogurt does not curdle.
Pour the yogurt into the pot in a thin stream and stir for 4 minutes.
Sizzle the mint and red pepper flakes in butter for 40 seconds and drizzle over the gasil.
