Cut the fish fillets into large pieces while very cold.
Pulse the fish briefly with salt in a food processor.
Add the milk, egg, starch, and white pepper, then make a sticky mixture.
Wet your hands and shape the mixture into flat fish cakes.
Heat the butter and oil in a pan.
Cook the fish cakes for 4 minutes on each side, until browned.
Sprinkle with parsley and serve hot.
