Peel the green papaya, remove the seeds, julienne it, and soak in ice water for 10 minutes.
Boil the shrimp in salted water for 2 minutes and move them immediately to cold water.
Stir fish sauce, lime juice, sugar, garlic, and chili until the sugar dissolves.
Drain the papaya and carrot and rub them with half the dressing for 2 minutes.
Add the shrimp, mint, and cilantro, then serve with peanuts and fried shallots so the papaya stays crisp and the shrimp does not toughen in too much sauce.
