Knead a soft bao dough with the flour, warm water, yeast, granulated sugar, vegetable oil, and half of the salt.
Rest the dough for 50 minutes, until risen.
Put the beef brisket in a pot with soy sauce, ginger, garlic, star anise, remaining salt, and 1 cup of water.
Cook the meat in the covered pot for 85 minutes, until tender.
Divide the dough into 12 pieces, roll each into an oval, lightly oil it, and fold in half.
Steam the bao for 10 minutes.
Crush the peanuts and fill the bao with meat, pickled cucumber, and cilantro or parsley.
