Clean the anchovies, remove the bones, and pat them dry.
Partly cook the inner rice pilaf with rice, onion, and seasonings.
Line the bottom of the tray tightly with anchovies, leaving no gaps so the rice does not stick to the tray.
Spread the rice over the anchovies and cover with the remaining anchovies.
Bake for 30 minutes in a 190°C oven.
Rest the tray for 8 minutes and serve with a wide spatula.
