Put 2 tablespoons of the butter and the flour in a pot.
Toast the flour over low heat for 6 minutes, until its color just starts to deepen.
Add the water gradually, whisking after each addition until the flour loosens without lumps.
Add the salt and black pepper, then cook the soup over low heat for 10 minutes.
Toast the tomato paste in the remaining butter for 1 minute.
Drizzle the tomato butter over the soup and serve hot without stirring it in.
