Soak the rice in warm salted water for 20 minutes, then rinse and drain.
Cook the beef in a pot for 18 minutes, until it releases and reabsorbs its juices.
Add the onion and garlic and saute for 8 minutes, then finish with thyme, salt, and black pepper.
Heat the butter and vegetable oil in a separate pot and toast the orzo until colored.
Add the rice and stir for 3 minutes, until the grains separate.
Add the hot water and cook covered for 14 minutes.
Rest the pilaf for 10 minutes, place the kavurma on top, and serve.
