Rinse the mung dal, soak it in hot water for 30 minutes, and drain.
Knead the flour, 4 tablespoons vegetable oil, half the salt, and water into a fairly firm dough.
Cover the dough and let it rest for 20 minutes.
Pulse the drained mung dal, keeping it coarsely textured.
Take 1 tablespoon of the frying oil in a pan and toast the fennel, cumin, ginger, coriander, and chili for 2 minutes.
Add the mung dal and remaining salt, dry the filling for 7 minutes, and cool it.
Divide the dough into 8 balls, place dal filling in each, seal, and flatten.
Fry the kachori in medium hot oil for 12 minutes, until both sides are golden.
💡 Tip: Do not cook kachori in overly hot oil; the outside darkens quickly while the dal filling inside stays doughy.
🍽️ Serving suggestion: Serve khasta kachori with a pomegranate molasses yogurt sauce instead of tamarind chutney if desired.
