Knead a smooth dough with the flour, water, half the salt, and 1 tablespoon of vegetable oil.
Rest the dough for 30 minutes, then divide it into oiled strips and let it stand for another 20 minutes.
Chop the diced beef, onion, red peppers, tomatoes, garlic, and carrot.
Brown the beef in the remaining vegetable oil for 7 minutes.
Add the onion, carrot, and peppers and soften them for 8 minutes.
Add the tomatoes, garlic, soy sauce, cumin, and remaining salt, then cook the sauce for 18 minutes.
Pull the dough strips by hand into noodles and boil them in bubbling water for 4 minutes.
Combine the noodles with the sauce and serve hot with cilantro.
💡 Tip: Oil the dough strips before resting them; if the surface dries out, the noodles will snap while being pulled.
