Briefly blend the softened tarhana with an immersion blender so no lumps remain.
Put the remaining water in a pot, add the tarhana mixture, and heat for 5 minutes while stirring.
Add the boiled chickpeas and salt, then simmer the soup over low heat for 15 minutes.
Turn the crushed garlic in the butter for 1 minute.
Add the dried mint and red pepper flakes to the butter and foam for 30 seconds.
Stir the sauce into the soup, rest for 4 minutes, and serve hot.
