Blanch the evelik leaves in boiling salted water for 1 minute and transfer to cold water.
Soak the fine bulgur with 1 cup hot water for 10 minutes.
Chop the onion very finely.
Knead the bulgur, onion, flour, basil, and salt, squeezing by hand so the filling holds.
Place filling on the evelik leaves and fold into triangle rolls.
Arrange the rolls in a pot and cook with 1.5 cups hot water for 25 minutes.
Serve with yogurt, garlic, butter, and red pepper flakes.
