Soak the fine bulgur in lukewarm water for 15 minutes; squeeze the grated onion lightly to remove some juice.
In a wide bowl, combine the ground meat, swollen bulgur, onion, crushed garlic, finely chopped red pepper, and parsley.
Add salt, isot, black pepper, cumin, and olive oil and knead for at least 8 to 10 minutes until the bulgur and meat become a dough-like mixture.
Spread the mixture evenly 1.5 to 2 cm thick on a parchment-lined tray and score diamond marks with the tip of a knife.
Place thin tomato rings and green peppers on top and drizzle with a little olive oil.
Bake in a preheated 200°C oven for 25 to 30 minutes until browned, rest for 5 minutes, and serve hot.
