Pound the garlic, parsley, and salt, and stuff the mixture into cuts in the fish.
Fry the fish in oil for 3 minutes per side to color it, then remove.
Cook the onion, tomatoes, and tomato paste in the same pot for 8 minutes.
Add the vegetables and 5 cups of hot water, and cook for 25 minutes.
Remove the vegetables and fish from the pot and keep warm.
Add the washed broken rice to the tomato liquid.
Cook the rice for 25 minutes, until it absorbs the liquid.
Transfer the rice to a plate and arrange the fish and vegetables on top.
💡 Tip: Removing the fish just before it finishes in the sauce prevents it from falling apart while the rice cooks.
