Boil the mackerel in 5 cups of water for 12 minutes, remove the fish, and keep the broth.
Flake the fish and check that no bones remain.
Blend the onion, garlic, and hot peppers into a paste.
Add the paste, tamarind, lemongrass, and salt to the fish broth.
Simmer the soup over low heat for 25 minutes.
Soften the rice noodles in hot water for 5 minutes and drain.
Divide the noodles into bowls, add the sour fish broth, and serve with cucumber, red onion, mint, and lime.
