Clean the sevketibostan, wash well, and cut into large pieces.
Dice the onion and finely chop the garlic.
Soften onion and garlic in olive oil for 5 minutes.
Add tomato paste and grated tomato and cook for 4 minutes.
Add sevketibostan, cover, and turn in its own juices for 15 minutes.
Add hot water, lemon juice, and salt and cook over low heat for 40 minutes.
Add bulgur, black pepper, and cumin and cook for 15 more minutes, then remove from heat once the bulgur binds the liquid.
