Add the sofrito, crushed garlic, and water, and make a loose batter.
Fold the flaked cod into the batter and rest for 8 minutes.
Heat the vegetable oil in a pan and pour in thin ladles of batter.
Fry the bacalaitos for 2 minutes on each side, until crisp.
Drain off the excess oil and serve without waiting.
