Knead the flour, water, and salt into a firm dough that does not stick to your hand.
Let the dough rest for 10 minutes.
Tear chickpea-size pieces from the dough.
Boil the dough pieces in plenty of water for 8 minutes.
Warm the milk and sugar in a separate pot, stirring until the sugar dissolves.
Add the drained dough pieces to the milk sauce and cook over low heat for 4 minutes.
Heat the butter until sizzling, drizzle it over the haliska, and serve with cinnamon.
