Cut the beef brisket into large cubes, quarter one onion, and finely slice the scallions.
Put the beef, quartered onion, 3 garlic cloves, bay leaves, and water in a pot.
Boil the beef over low heat for 100 minutes until tender, reserving 1 cup of the beef broth.
Finely chop the remaining onion, remaining garlic, and ginger.
Fry the chopped onion, garlic, and ginger in vegetable oil for 5 minutes.
Add the boiled beef, soy sauce, brown sugar, star anise, and reserved beef broth.
Reduce the sauce for 45 minutes, then remove the star anise once the beef has a glossy coating.
