Place lean beef mince, bulgur, semolina, egg, half the salt, and black pepper in a wide bowl.
Knead for 12 minutes, sprinkling water gradually, until the mixture is not sticky.
Roll hazelnut-sized meatballs.
Fry the onions in olive oil for 7 minutes.
Add dried tomatoes, pepper paste, and grated tomatoes and cook for 4 minutes.
Add boiled chickpeas, water, remaining salt, and lemon juice.
Drop the meatballs into the boiling sauce and cook for 10 minutes.
Rest for 5 minutes so the pieces do not break, then serve with sauce.
