Put the milk, water, salt, and black pepper in a pot and warm over medium heat.
Finely chop the scallions and add them to the pot.
When the mixture begins to simmer lightly, lower the heat.
Crack the eggs one by one into the soup, cover, and set the whites for 5 minutes.
Toast the bread slices and place them in the bottom of the bowls.
Divide the soup among the bowls without breaking the eggs.
Scatter fresh cilantro over the top and serve hot.
