Put the coconut, sugar, and milk in a heavy bottomed pot.
Cook the mixture for 18 minutes, stirring, until it begins to pull away from the bottom.
Remove from the heat and let it cool for 3 minutes so it does not spread when portioned.
Drop small spoonfuls onto parchment paper.
Cool the cocadas completely and serve once the outside has set.
Let the pieces firm at room temperature and do not stack them while hot.
