Turn the efelik leaves in boiling water for 45 seconds, then transfer them to cold water.
Dice the onions, rinse the rice, and drain.
Soften the onion in half of the olive oil for 6 minutes.
Add the rice, tomato paste, parsley, dill, salt, and black pepper, and saute for 4 minutes.
Place filling on the veined side of each leaf and roll thinly.
Arrange the rolls in a pot, then add the lemon juice, remaining olive oil, and hot water.
Cook over low heat for 20 minutes, rest for 10 minutes, and serve.
