Soften the evelek leaves in boiling water for 1 minute, then transfer them to cold water.
Rinse and drain the bulgur and rice.
Cook the onions in olive oil for 6 minutes, until soft.
Add the tomato paste, bulgur, rice, mint, black pepper, and salt, and stir for 3 minutes.
Place a dessert spoon of filling on each leaf and roll tightly.
Arrange the rolls in a pot, add the water, and cook over low heat for 28 minutes.
Drizzle with lemon juice and rest for 8 minutes so the leaves do not fall apart.
💡 Tip: If the evelek leaves are very thin, overlap two leaves; they will not tear during cooking and the filling will stay inside.
