Soak the lamb caul fat in warm water and lemon juice for 10 minutes, then drain.
Grate the onion and squeeze out its juice, then finely chop the parsley.
Knead the ground beef, ground lamb, onion, parsley, cumin, allspice, salt, and black pepper for 5 minutes.
Take large walnut-size pieces of the mixture and shape them into short meatballs.
Cut the caul fat into rectangles large enough to wrap the meatballs.
Wrap each meatball in caul fat and arrange seam side down.
Grill the kebabs over medium heat for 14 minutes, turning until browned.
Remove from the grill, rest for 4 minutes, and serve hot.
