Knead the flour, eggs, water, and salt for 10 minutes into a firm dough.
Rest the dough for 20 minutes so the portions roll thinner and do not tear.
Cook the ground beef with the onion for 8 minutes, then add the black pepper and parsley.
Roll the portions thinly and boil the sheets in salted boiling water for 50 seconds.
Pass the boiled sheets through cold water and drain them so excess water does not make the pastry doughy.
