Coarsely chop the almonds and toast lightly in a dry pan for 3 minutes.
Beat the butter with half of the powdered sugar for 5 minutes, until creamy.
Add the flour, baking powder, vanilla, salt, and almonds, and make a soft dough.
Pinch walnut sized pieces from the dough and arrange on a tray.
Bake the cookies in a 175°C oven for 16 minutes, keeping them pale.
While warm, sprinkle with a little rose water, then coat generously with powdered sugar once cool.
