Shape the ice cream into 8 small scoops and freeze on a tray for at least 2 hours.
Mix the glutinous rice flour, sugar, and water in a microwave-safe bowl until smooth.
Cook the mixture for 2 minutes, stir, then cook for 1.5 more minutes until translucent.
Dust the counter with cornstarch and place the hot mochi dough on it.
Roll the dough thinly with starch and cut 8 rounds.
Place one ice cream scoop on each mochi round and close it quickly.
Set the filled dough balls seam-side down on a tray and freeze for at least 10 hours.
Before serving, let them stand at room temperature for 3 minutes to soften.
