Chop the tail fat small and spread it over the bottom of the tray.
Place the lamb and garlic in the tray.
Pre-cook the tray in a 180°C oven for 15 minutes.
Coarsely chop the peppers and tomatoes and add them to the tray.
Mix the tomato paste, hot water, oil, salt, black pepper, and red pepper flakes, then pour over the dish.
Bake at 200°C for 40 minutes until the liquid reduces.
Rest for 5 minutes after removing from the oven, then serve.
