Knead a soft dough with the corn flour, warm water, and half of the salt.
Dice the potatoes and carrot small and boil for 8 minutes.
Brown the onion and ground beef in a pan for 7 minutes.
Add the boiled vegetables, tomato paste, cumin, and remaining salt to the beef.
Open small disks of dough, fill them, and close into half moons.
Heat the vegetable oil and fry the pastelitos for 8 to 9 minutes.
Transfer to paper towels and serve hot.
